Do villagers despawn

Good evening good people of r/admincraft. First time poster here, in need for assitance. I am techie on a medium sized server (64GB RAM dedicated host), and one of my players on the survival section is having a small (non-critical) issue. His Villagers keep despawning. I've checked google for help with no luck..

Somehow Your arrow (Or a skeleton's arrow) missed and hit a villager without noticing. 4. If I remember correctly, as a new mechanism to MC 1.14.x any villager requires their 'own' bed and will despawn if they cannot sleep. This happens to both citizen villagers and non-citizen villagers. If I summon a citizen villager, it stays there until everyone leaves the area/chunk. When someone returns to the area/chunk, it is gone.
