You siphon by approaching the vehicle and selecting V for the radial button. It has a 'siphon gas' option. Take that tiny amount of gas to the generator and it will power long enough for you to fill a gas can and then you're golden. Locked cars can have their windows smashed and you can unlocked doors from there.
