Well WICO is pretty high in your load order, probably another mod editing the same npcs that is loaded beneath. Take note of where the WICO esps are right now in your load order for backup reference, then try moving the WICO esps to the bottom of your load order and see if the black faces are still there. #1.Reqtificator INI and WICO Clarification. It will require patching with both xedit scripts and band-patching or it will break vanilla quests and spit back characters with blackface. {Diversity, Inhabitants of Skyrim, Humans Mer and Beastfolk} are all better choices.
